XML Publisher's PDF Security Not Working

Goal
Trying to configure the PDF Security to allow Page Extraction on the PDF.
Set the following:
Enable PDF Security : False
Disable printing: False
Disable document modification : False
Disable content copying, extraction, and accessibility : False
Disable adding or changing comments and form fields : False
Enable text access for screen readers : True
Enable copying of text, images, and other content : True
Disable printing: False
Disable document modification : False
Disable content copying, extraction, and accessibility : False
Disable adding or changing comments and form fields : False
Enable text access for screen readers : True
Enable copying of text, images, and other content : True
However, when the PDF is created and checking the Document Properties,
the Page Extraction is "Not Allowed".
