Symptoms

Multistop is incorrectly considering capacities. It is considering capacity only at the end of the process after the equipment has been selected instead of before the equipment is considered.

Multistop needs to consider only those equipments with non-zero capacities for each iteration. Currently it considers all Equipment Groups and if it later figures out that there is no capacity, it simply disbands the combined Multistop shipment.
