Symptoms

While querying APPS_NE navigating:
System administrator -> Security -> Oracle -> Register

The following error is encountered:

APP-FND-01572: Invalid foreign key data was found this record.
Value (ORACLEID_PROVILEDGE_INVIS, Z) for column (LOOKUP_TYPE, LOOKUP_CODE) does not exist in table FND_LOOKUPS.
