Symptoms
Unable to delete a user if the user name has an apostrophe in the name.
Steps to reproduce

User Maintenance >> Delete User button
UserName A'BCD.EFG@XXX.XXX
Checked the user and clicked on Delete user button and received below screen.
Bad Request -- Your browser sent a request that this server could not understand.
