Issue with Shipment Ship Unit Removal on Zeroing Item of Order Release

Symptoms
On : 6.3.1 version - Development Box
OR is created as below with 2 lines
OR1L1 (Packaging Unit Count =18 , W=18 LB , V= CUFT, L/W/H=1*1*1 , Layer on Ship Unit=3, Qty on Layer=6)
OR1L2 (Packaging Unit Count = 76 , W=760LB , V=76 CUFT, L/W/H=1*1*1 , Layer on Ship Unit=3, Qty on Layer=6)
As per configuration, One Ship Unit can contain MAX 18 Units. Hence OR1L1 has created one Ship Unit(SU1) with Package Unit Count=18 & OR1L2 has created two ship units i.e. Ship Unit Count=4 with Package unit Count=72 (SU2) & Ship Unit count=1 with package unit count=4 (SU3) .
OR is planned and 3 Shipment Ship Units are created. Then An OR line update zeroing the order line quantity is sent and that zeroes the OR line. Corresponding Shipment Ship Unit is not removed
