Change Start Time Not Updating Downline Shipments Based on Driver Assignment (Doc ID 1929484.1)

Symptoms

When running the "Change Start Time" on a shipment with downline dependencies, the action is successful and does not update the downline shipments. As a result, the upline shipments are ending later than the downline shipments start. Example of the dependency is a single driver assigned to both shipments.
