Cannot find Payment Document or Payment Process Profile in the Payment Process Request Template

Symptoms
When trying to create Create Payment Process Request Template:
a. Not able to find Payment Document under payment attributes.
b. Also not able to find user defined Payment Process Profile.
STEPS
a. Payment Manager> Payment Process Request Template
b. Click Create
c. Enter Template name
d. Click Attributes tab
e. Enter bank account
f. Click Payment Document LOV and cannot locate the desired document
