Symptoms

PAPMPRPB: PA_PROJECT_PUB.Create_project ends in error when trying to pass terminated employee
- employee active when the project was open

ERROR
  "API ERROR: message: The role assignment cannot complete because the selected person has no active Human Resources assignment for the current period of service."

In the FND log
ERROR
  The specified resource does not exist or is not an active resource for the specified dates.
