Generate Shipments from Ground Schedule Agent Action is not Working

Symptoms
When attempting to use an agent to run the action Generate Shipments from Ground Schedules upon creating the ground schedule, the following error occurs.
The shipments are not created and the following error is shown in the log file:
Error Exception Generic_Remote_Exception
The issue can be reproduced at will with the following steps:
1. Setup an agent to run the action Generate Shipments from Ground Schedules upon creating the ground schedule (Nav: Business Process Management -> Agents and Milestones -> Automation Agent).
2. Create a ground schedule (Nav: Operational Planning -> Schedule Management -> Ground Schedule).
3. Save the ground schedule and see that no shipments were generated.
