Get error - "A connection to the server could not be established" when trying to login (Doc ID 1932736.1)

Symptoms

A DATA Center move was performed from Server to Server during which a complete copy over was performed from Production instance to all the 3 major instances like PRODUCTION, QAS and DEV. Out of the above the PROD and QAS instances are working fine but unable to login into DEV instance . It has been confirmed from the update password logs that the passwords for the above logins was successfully changed. All servers (including database ) was restarted. The error: "A connection to the server could not be established" when they try to login
