ActualShipment Transaction Processing in One Domain Appears to be Blocking Another Domain (Doc ID 1933023.1)

Symptoms

Customer is using ActualShipment with Integration Saved Query for the ShipmentGid. This is causing all the ActualShipments to be placed into a single Mediation Group (null). This is causing slower Transactions to block
faster ones.
