On :  12.1.3 version, Timecard API

HXC_BUILDING_BLOCK_API.UPDATE_BUILDING_BLOCK  API is erring out with the error description as "ORA-06502: PL/SQL: numeric or value error: character to number conversion error" even though we passed the correct parameters with correct data types.
