Retropay Status Form: Approval Status is not Translated into Japanese in Downloaded Spreadsheet

After downloading a spreadsheet from page "Retropay Status", the Approval Status is still "Awaiting Processing" and is not translated into Japanese.   The Approval status should be translated to "Shorimati" (Japanese).

Steps to Reproduce:

The issue can be reproduced at will with the following steps:

  1. Open a page "Retropay Status". (N) View > Retropay Status > Outstanding RetroPay Processing 
  2. Select an employee and check the checkbox"Download To Spreadsheet".
  3. Click the button"Go".
