Open Document Button is Not Available in the PO Approval Notification for AME (Doc ID 1938441.1)

Symptoms

ACTUAL BEHAVIOR
---------------
When submitting a Purchase Order (PO) for approval using the Approval Management Engine (AME), the PO approval notification (PO_AME_APPROVE) does not contain the 'Open Document' link.
Instead it only shows the following links:

- Edit Document
- PDF Document
- View Document Details


EXPECTED BEHAVIOR
-----------------------
The expected behavior is that the PO approval notification also displays the 'Open Document' link' ie.:

- Edit Document
- PDF Document
- View Document Details
- Open Document
