Symptoms
On : 12.1.3 version, Field Service Engineer Portal
When attempting to create a Personal Task from Field Service Technician Portal > Field Service Technician Dashboard,
the following error occurs.

The View Source of the exception shows the following details:

JBO-30003: The application pool (<HOSTNAME>.comHOLTST_BALANCE1523oracle.apps.csf.portal.task.personal.server.CsfPersonalTaskAM) failed to checkout an application module due to the following exception:
oracle.jbo.JboException: JBO-29000: Unexpected exception caught: oracle.jbo.JboException, msg=JBO-29000: Unexpected exception caught: oracle.jbo.NoDefException, msg=JBO-25002: Definition oracle.apps.csp.setup.server.CspHzLocationsVO of type View Definition not found

The issue can be reproduced at will with the following steps:
1. Field Service Technician Portal > Field Service Technician Dashboard
2. Click on Create Personal Task under Quick Links on the right side
3. The reported error is displayed
