Can Not Select New/Different Equipment Type During Equipment Type Assignment (Doc ID 1939818.1)

Symptoms

A shipment is planned with one Equipment Group. The user runs the Fleet Action: Assign -> Equipment Type and enters a different Equipment Type than the one associated to the current shipment's assigned Equipment Group. This action fails to assign the new Equipment Type. If the user does not input a desired equipment type, then the action succeeds, but only presents options for the current equipment type.
