Goal

1. Will the upgrade process update the value to Federal Entity Type based on the Classification?
No - Since we will not know what they need to update to, whether Federal, General Fund, etc

2. Will the upgrade process update the Trading Partner Agency Id based on the Federal Parameters from the Attribute field to the new Trading Partner Agency Id?
Yes - it will update hz_cust_accounts_all.TRADING_PARTNER_AGENCY_ID.
