Goal
On Oracle Applications 12.1.3 environment, using the following sql to update FND_USER_PREFERENCES.PREFERENCE_VALUE to "QUERY"
and update WF_LOCAL_ROLES.NOTIFICATION_PREFERENCE to "QUERY":
Then run the concurrent request "Synchronize WF LOCAL tables", some records (ORIG_SYSTEM and PARENT_ORIG_SYSTEM:FND_USR)
in table Wf_Local_Roles become set to "MAILHTML".
