Unable to Use Api INV_LOC_WMS_PUB.DELETE_LOCATOR (Doc ID 1945694.1)

Symptoms

On : 12.1.3 version, Setup of orgs, subs, locators

The locator "XX.YYY" cannot be deleted from the subinventory: "Subinventory Name 1"
The api  INV_LOC_WMS_PUB.DELETE_LOCATOR   errors with:
ERROR
-----------------------
FAILED, with Status :E
message count :1
message :INV INV_LOC_ACTIVE Y LOCATOR 9192
PL/SQL procedure successfully completed.
