Service Provider on Shipment Does Not Match the Voyage Service Provider When Order is Split Across Multiple Shipments

Symptoms

When bulk planning an order, the order is split and planned onto 2 vessel shipment. However, the voyage ID associated with each shipment does not match
the service provider and rate offering associated with the shipments.

EXPECTED BEHAVIOR
-----------------------
Restrict to plan shipment with only voyage's service provider.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Define an order to plan shipment on a voyage.
2. (M):Order Release > Order Release > Actions > Operational Planning > Create Buy Shipment > Bulk Plan - Buy.
3. Build shipment from the order on the voyage but its service provider is not the same as voyage's one.
