Issue with Multistop Stop Consolidation

Symptoms
When planning a Shipment, there is no optimum sequencing of stops
We see the stop sequence as => Stop 1 (Pick Up - Location: A) -> Stop 2 (Pick Up &Drop : Location: B) -> Stop 3(Pick Up. Location: C) -> Stop 4 (Drop. Location: A) -> Stop 5(Pick Up. Location: D) -> Stop 6 (Drop. Location: A) . Since there are two drops happening at location - A (ie One Drop at Stop 4 and another Drop at stop 6), customer expectation is that these 2 stops should be consolidated so that the total number of stops are 5 instead of 6
