Symptoms
On : 12.1.3 version, Requisition Creation
When attempting to create requisition and enter GL Date
the following error occurs.
ERROR

GL date is invalid
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create req enter GL date of future period with Encumbrance Enabled for Requisition in Financial Options
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot create Req in future
