12.2 E-Business Suite Applications DBA Users Cannot Access Forms Due To Home Page Error " You have encountered an unexpected error. Please contact the System Administrator for assistance"

Symptoms
1) When attempting to login to E-Business Suite 12.2 the following error is displayed:
"Error Page You have encountered an unexpected error. Please contact the System Administrator for assistance. "
2) Attempts to access forms also fails, the connections fail.
3) Refreshing the page once logged in enables navigation to continue normally.
4) The error is not IE9 specific.The error is reproducible on at least IE8, IE9, Firefox 24.4 & Chrome34.
