Repacking should only be considered for Transport Mode where Consider Cost During SSU Repack is checked

OTM should repack the shipments only if the check box Consider Cost During SSU Repack is selected as Y.

The issue can be reproduced at will with the following steps:

Define two Transport modes with Consider Cost During SSU Repack checked as "Y" in one of the transport modes and not checked in another transport modes.
Define rates in such a way that for the transport mode where the SSU repack is not checked, OTM will still choose this transport mode due to repacking.
