"HTTP Status 404" Error Clicking on "Create Override" from Custom Shipment Screen (Doc ID 1952441.1)

When attempting to use a Custom Shipment Manager Layout the following error appears:

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

Create a Custom Manager Layout by copying BUY_SHIPMENT layout.
Create a Custom Screen Set by copying BUY_SHIPMENT Screen Set and associate the Custom Manager Layout from the above.
Now, add this under a custom Menu.

Query a shipment using this Screen set, go to any Shipment.
Go to the Involved Parties tab and look under the Involved Partied section. You will see the Location
Click on the "Create Override" button to see the error mentioned above.
