Timecard Status stuck in 'Submitted' status though approval style is set to 'Auto Approve' for Payroll Timecard. (Doc ID 1952766.1)

Symptoms

After submitting the timecard and running the workflow background process "OTL Workflow for employee", it has been observed that timecard is not going to Approved status.

The issue can be reproduced at will with the following steps:
   1. Using OTL Self Service Responsibility or equivalent.
   2. Navigate to Time > Create Timecard > Create a new timecard and populate the details.
   3. Click on Continue and Submit the timecard.
   4. Run 'Workflow Background Process' for "OTL Workflow for employee" and observe the timecard status.
