OTM is not Preventing the Split of Order Releases When the Splittable Flag is Disabled (Doc ID 1955744.1)

Symptoms


When using the splittable flag unchecked on the order releases (i.e. orders should not be split), during the bulk plan the ship units of the order release are being split, ignoring the flag set on the order releases.

The expectation is that when the splittable flag is unchecked the ship units of the order releases should be kept together.

The issue can be reproduced at will with the following steps:
1. Create four order releases with multiple line items and multiple ship unit counts
2. Un-check the splittable flag on the order releases
3. Plan the order releases using Bulk-Plan Buy option
4. Notice that the orders are being split over the shipments. (i.e the ship units of one order release are not kept in the same shipment, they are being split.)
