Symptoms
When attempting to upload IBY_EFS_2_4CC_en.xsl as Template file in XML Publisher, the following error occurs.
ERROR

The uploaded file IBY_EFS_2_4CC_en.xsl is invalid. The file should be in XSL format
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Funds Capture Setup Administrator
2. Formats > XML Publisher Format Templates > Create Template (B)
3. Enter the Template credentials
4. Upload file IBY_EFS_2_4CC_en.xsl
