Service Provider Is Not Updated With Inbound Shipment Actuals XML (Doc ID 1956747.1)

Symptoms

When sending in a shipment actual xml with a service provider id that is not the service provider id that's on the original planned shipment, the service provider is not updated on the shipment however the remainder of the changes in the shipment actual xml are propagated.


STEPS
-----------------------
1.Select an order and bulk plan it into a shipment.
2.The shipment will be planned using service provider A1
3.Upload the shipment actual xml which has a change in ship unit count and has a service provider of B1.
4.Review the shipment, the ship unit count is reduced as expected based on the shipment actual xml however the service provider remains as A1.
