In 18.104.22.168 or R12 iProcurement
CXML punchout from iProcurement to CXML supplier gets error 701 and 400 and the punchout is not successful as a result.
Login failed : unable to get supplier login url from login response
Return Code: 400
Return Message: The submitted request was not understood as a valid B2BXML message. Resubmission of this message will continue to fail.

STEPS TO REPRODUCE
1. Set up direct punchout cXML catalog to the supplier.
2. Navigate to iProcurement
3. Attempt to punchout to supplier
- get the error
4. Verify the following profile settings are correct
The following are site level values:
POR: CA Certificate File Name /.../iAS/Azzzzz/Azzzzzzz/conf/ssl.crt/ca-bundle.crt
POR : Proxy Server Name
POR : Proxy Server Port
