R12: PA: How Is The pa_expenditure_items_all.burden_cost_rate Calculated? (Doc ID 1962981.1)

On multi-currency transactions, the burden cost rate populated on the expenditure item seems to be based on denom_burdened_cost / quantity instead of Burden_Cost / Quantity.  

Is this the correct behavior?  

According to the PA Technical Reference Manual (TRM), Burden Cost rate is derived by the burden cost (in project currency) / quantity. 

The hard copy of the 11i Technical Reference manual states the Description of the pa_expenditure_items_all.burden_cost_rate with:

"The burdened cost rate of the item.  Burdened cost rate = (burden cost / quantity)"

The R12 ETRM does not state a description for pa_expenditure_items_all.burden_cost_rate.

How is the burden cost rate derived in the pa.pa_expenditure_items_all table?
