Customer would like to apply a modifier to a retrobill order BASED ON the order date of the order itself.
How can this be achieved?

Example:
Want to create a modifier line for a particular item setup which would apply to orders with order date between 01-Jul-2014 and  31-Jul-2014; the pricing phase is Retro-Bill.
