How Lookup Code JG_DISABLE_GLOBALIZATION In AP Is Impacting FA? (Doc ID 1966129.1)

Goal

Applied patch (10263677:R12 JG.B) to resolve withholding tax setup in Payables .
After applying the suggested patch, the issue got resolved by enabling the JG_DISABLE_GLOBALIZATION look up code with respect to the country code "CO".

Now the FA users raised an issue that they were unable to do a setup in FA Asset categories with required global attribute values due to disabling globalization look up code country specific (CO)
and this impacted globally and also across module. FA functionality and flow was affected.

Is there a solution to disable globalization look up code only for AP?
