Second Impairment for JP-STL-EXTND Asset Gets Error Rate_adjustment_factor Calculated Is Out of Range (Doc ID 1967844.1)

Symptoms

When attempting to register an impairment loss for an asset using depreciation method JP-STL-EXTND and that already has a previous impairment loss, the following error occurs:

Error: Rate_adjustment_factor calculated is out of range
User-Defined Exception
Error: function fa_calc_deprn_basis1_pkg.faxcdb returned failure
User-Defined Exception
Error: function fa_calc_deprn_basis1_pkg.CALL_DEPRN_BASIS returned failure
User-Defined Exception
Error: function fa_calc_deprn_basis1_pkg.CALL_DEPRN_BASIS returned failure
Error: function FA_IMPAIRMENT_POST_PVT.process_post returned failure
Module FAPIMP ended with error

Step to reproduce
=================
The calendar starts from April.

1. 2014/02 ** Add an asset
Cost: 77176
Salvage: 10%
Ytd Depreciation: 3820
Accumulated Depreciation: 49660
Date In Service : 01-APR-2003
Method: JP-STL 15YR
Allowed Depreciation Limit: 95%

2. 2014/03 ** 1st Impairment
 Impairment Loss: 24532

3. 2014/04 ** Start Extended Depreciation

4. 2014/05 ** 2nd Impairment
  Impairment Loss: 20

--> 2nd Impairment ends with error:
  Error: Rate_adjustment_factor calculated is out of range

Note:
Even if 2nd Impairment for JP-STL-EXTND assets does not get error, the calculated Rate_Adjustment_Factoer is incorrect. Accordingly the calculated depreciation amount will be incorrect.
