Downloading a File from the Document does not Retain the Same File Name

Symptoms
When attempting to click the view button on the Document definition page, It opens the file in the browser. When the save the file is used, the file is saved with a random number as the file name
For example: If the the file that was uploaded to the document is "Test.txt", the file that was viewed and saved saves the file with a random file name & not as "Test.txt"
