"Allow Cross Project Issues" Does Not Work As Intended (Doc ID 1968996.1)

In Manual it states: Allow Cross Project Issues. Selecting this checkbox allows you to perform cross project issues for projects belonging to the same planning group.
AllowCross Project Issues requires that the projects belong to the same planning group but can be from the same or different cost groups.

=> We assign a unique planning group to the project
=> We set Allow Cross Project Issues to yes
=> We can still issue from any project & task hard pegged items

Please advise on how to achieve that I can only issue hard pegged items from tasks within 1 project (via unique planning group) but not from other projects.
