Cost Management: Copy Costs Across Organizations: Cannot Get LOV For Summary Resource Sub-Element (Doc ID 1968998.1)

Goal

When trying to copy costs across organizations it is not able to summarize the Resource Sub-Element as they are not able to get any of the resources that are setup to come up in the LOV (Get 'No Entries found for List of Values'). This issue was discovered when this value is not populated all resources from each organization are copied over to the destination organization which is not desired for this setup since the target organization is a distribution center that has no need for manufacturing resources.
