Cancelling Request Parameters Does Not Return The Pop Up To Re-enter Values

Symptoms
On Oracle Applications 12.1.3 version, using descriptive flexfields (EXCEPT setup or Flexbuilder issues),
not getting returned to the request parameter window to re-enter values after cancelling the account from an account to values.
The issue can be reproduced at will with the following steps:
1. Submit a request that uses the chart of accounts as part of its parameters.
2. Enter a value for Account from parameter or Enter a value for Balancing segment parameter.
3. Then not returned to the parameter window.
