NFRC Details Not Visible When Open a Quote in View Mode

Symptoms
Unable to see NFRC cost when open a Quote in View mode.
Replication steps:
1. login OTM
2. navigate Brokerage and Forwarding-> Quote
3. Create a new quote and add manually a sell shipping cost and sell NFRC cost records
4. Query for the quote, and click view and expand the cost section, the sell shipping cost is seen but not the NFRC cost
