ActualShipment XML Not Removing Ship Units (Doc ID 1969549.1)

Symptoms

A shipment exists in OTM with a set of Ship Units. When sending an ActualShipment XML to OTM to update the shipment that includes less ship units that exist (i.e. desire to delete a ship unit), it is found that the ship unit is not deleted.
