In Oracle Purchasing, "Import Price Catalogs" is running slow when updating an existing Blanket Agreement with thousands of Releases                                                       

Steps To Reproduce

1. Populate PO interface table for updating a BPA which has thousands of releases
2. Run Import price catalog program
