Unassigning All Order Movements From Shipment Doesn't Set "Shipment as Work" When Shipment is Marked as Permanent

Symptoms
A shipment is set to check the "Permanent" flag. When the last (or only) Order Movement is unassigned from this shipment, it is expected that the "Shipment As Work" checkbox be checked on the shipment, however it is not checked. If the Order Release is unassigned (instead of Order Movement), the 'Shipment as Work' checkbox is checked, as expected.
