PARGDR - No Automatic Events are Created When Generate Revenue for Project (Doc ID 197076.1)

Symptoms

When running PARGDR - PRC: Generate Draft Revenue, no event revenue is generated for some projects.  An event should be created on base of percentage complete on top task.  The following message is received when running PRC: Generate Draft Revenue:

This project has no eligible expenditures or events

The following setups have been completed:

Distribution Rule as Event/Event

Revenue budget funded via agreement
Approved Revenue Budget has been baselined
