After Upgrade to 12.2.x, PO Approval Notifiation Error: ORA-20002: 3103: Attribute 'DRAFT_ID' Does Not Exist For Item 'POAPPRV' (Doc ID 1980588.1)

Symptoms

On 12.2.x version, when attempting to approve Purchase Orders (POs) in an IN PROCESS (pending approval) from before an upgrade to 12.2.3, the below error occurs  after choosing Approve from the Notification.   New notifications created after the Release upgrade do not receive the error. 

ERROR
ORA-20002: 3103: Attribute 'DRAFT_ID' does not exist for item 'POAPPRV'

STEPS
The issue can be reproduced at will with the following steps:
1. Submit POs for approval on 12.1.2 system
2. Upgrade to 12.2.3
3. Approvers try to approve
4. Error occurs
