Shipment Group Creation Does Not Work For Partial Shipment Scenarios (Doc ID 1980768.1)

Symptoms

Shipment Group is created for all the Order Release for a given Shipment rather than Partial cases where Shipment Group creation is expected for some of the Order Release for a given Shipment.

Example of a Test Case to explain the problem

There are 4 Order Release with 2 Shipment Planned in OTM as below :

Shipment ID 1: 11111 with Order Release id as 1A and AB
Shipment ID 2: 22222 with Order Release id as 2A and 2B

Requirement is that user wants to create Single Shipment Group for Order Release 1A and 2A. No Shipment Group to be created for other Order Releases

When the Ship Group process is executed, it creates 1 Shipment Group for Order Release 1A and 2A as expected, but also creates another Shipment Group for remaining Order Release 1B and 2B which is not expected
