Remittance Email Shows Incorrect French Characters in the Subject, Sent As ISO8859-1, Received As UTF8 (Doc ID 1980949.1)

Symptoms

On version 12.1.3, a Separate Remittance Advice issue:

An email subject sent from the Delivery Manager API is in UTF8 character encoding and all the rest of the mail is in ISO8859-1.
It is expected to have everything in ISO8859-1 since that is what was configured in the xdodelivery.cfg file.
