"Plan From Location" and "Plan To Location" are not Being Considered During Planning with Network and Dynamic Clustering (Doc ID 1984715.1)

When using "Plan From / To" locations with network dynamic clustering, the "Plan From" and "Plan To" locations are not being taken into consideration during planning. Instead source and destination locations are used.

The expected behavior is that OTM uses "Plan To / From" locations during planning with network dynamic clustering (i.e logic parameters PERFORM DYNAMIC CLUSTER LOGIC FOR SOURCE/DEST REGIONS set to true)

The issue can be reproduced at will with the following steps:
1. Having network itinerary setup
2. Fill in in the order with "Plan From" to be different than Source location
3. Plan the order
4. While planning OTM uses "Source Location" instead of "Plan From" location
