PYFKACTN.SQL Errors with ORA-02293 when Applying Patch 10124646-12.2.0 Upgrade Driver (Doc ID 1985396.1)

Symptoms

On : 12.2 version, HRGLOBAL Install / Upgrade Issue

When attempting to apply run ORACLE E-BUSINESS SUITE RELEASE 12.2.0 [R12.2] UPGRADE DRIVER ), file pyfkactn.sql fails with the following error:

ORA-2293: cannot validate (HR.PAY_MESSAGE_LI_SOURCE_TYPE_CHK) - check
constraint violated
ORA-6512: at "SYS.DBMS_SQL", line 1199
ORA-6512: at line 390

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Run Main upgrade driver to upgrade R12.1.3/11.2.0.3 environment to R12.2/11.2.0.3
