Symptoms
Problem Statement:
The following error happens when uploading the forms configurator file in 12.2.4 from another instance.
Uploading from the data file /usr/tmp/MyExportedFile.rdf
Altering database NLS_LANGUAGE environment to AMERICAN
Dump from LCT/LDT files (/XXXX/XXX/XXXX/XXX/per/12.0.0/patch/115/import/hrtmplte.lct(120.2), /usr/tmp/MyExportedFile.rdf) to stage tables
Dump LCT file /XXXX/XXX/XXXX/XXX/per/12.0.0/patch/115/import/hrtmplte.lct(120.2) into FND_SEED_STAGE_CONFIG
Dump LDT file /usr/tmp/MyExportedFile.rdf into FND_SEED_STAGE_ENTITY
Dumped the batch (HR_FORM_TEMPLATES PER PERWSQHM ADNOC_ENTER_EMPS AE , HR_SOURCE_FORM_TEMPLATES PER PERWSQHM ADNOC_ENTER_EMPS AE PER PERWSQHM PER_ENTER_EMPS AE ) into FND_SEED_STAGE_ENTITY

Error loading seed data for HR_SOURCE_FORM_TEMPLATES: APPLICATION_SHORT_NAME = PER, FORM_NAME = PERWSQHM, TEMPLATE_NAME = ADNOC_ENTER_EMPS, TERRITORY_SHORT_NAME = AE, APPLICATION_SHORT_NAME_TO = PER, FORM_NAME_TO = PERWSQHM, TEMPLATE_NAME_TO = ADNOC_ENTER_EMPS, TERRITORY_SHORT_NAME_TO = AE, APPLICATION_SHORT_NAME_FROM = PER, FORM_NAME_FROM = PERWSQHM, TEMPLATE_NAME_FROM = PER_ENTER_EMPS, TERRITORY_SHORT_NAME_FROM = AE, ORA-20001: Database constraint violated.
The database check or unique constraint HR_SOURCE_FORM_TEMPLATES.INS_REFERENTIAL_INTEGRITY has been violated. Please contact your system administrator quoting the package procedure per_ric_pkg.chk_integrity MAIN and constraint HR_SOURCE_FORM_TEMPLATES.INS_REFERENTIAL_INTEGRITY.

Steps to Reproduce:
The issue can be reproduced at will with the following steps:
- Download a form configurator file from a instance by using concurrent program "Forms Configurator - Download Template"(HRTMPLTD)
- Upload the file into the instance on R12.2.4 by using "Forms Configurator - Upload Template"(HRTMPLTU)
- The above error happens
