Symptoms
When Users to be Notified is Changed on a Request Set the New Users Vanish
This can be re-produced with the following steps:
1. Submit a concurrent request to run at a certain time, while the request is pending they add notifications to the request to email someone else upon completion.
2. Then close the window.
3. When one reopens the View Requests form and view the details, the name of the added person to be emailed upon completion is now blank.
